Scenario 2:
Sophie is an elderly woman who lives on her own. She rarely gets visitors. One day while she was outside cutting her lawn, she noticed that her neighbours had put up a small fence. She immediately called the police believing that it was on her property. While, at first, the officer didn’t feel it was worthy of sending someone out, due to how upset Sophie was, an officer was sent out. The officer spoke to Sophie spending time listening to her concerns. In the end, it was determined that this was not an issue. However, Sophie called again about another concern and an officer was again sent out. Following these two incidents, the number of times (as well as how often) Sophie called increased.
